Festive Season: Tips On Freebies And Offers On Property

In Maharashtra, Diwali is definitely the time of choice for property buyers to invest in their dream home. In fact, property buyers look forward to this festival to sign the papers on their homes because this city cherishes this traditional time of investing in the future.

During the Diwali period, property buyers will be presented with a slew of offers which developers introduce to induce sales. The Diwali period this year will see a lot of such activity, because property developers are eager to create sufficient interest in their projects. The residential property market has seen slackness over the preceding months, and Diwali is the time that developers have been looking forward to as much as property buyers.

The question here is – do such ‘freebies’ constitute real value for property buyers? The answer to this does not depend solely on what is being offered. It is a normal market phenomenon for incentives to be offered during the festive season, but property buyers should consider the actual value of the property.

They should be cautious about extravagant freebies and take a close look at the factors that add or reduce value in the case of real estate. If the project is by a developer known for sub-standard construction, or if it is located in a ‘blind spot’ of the local real estate market, no amount of freebies can compensate. The property itself will not represent a good investment, and the buyer will not benefit in the long run.

Another aspect to watch out for is freebies being offered for properties in over-priced projects. At a time when property buyers seek the best options for their money, getting a free car along with an overpriced flat does not make sense. If the flats in this project do not represent good value for money, freebies will not improve the situation. If a buyer wants to buy a flat in Pune such a project, it is best to negotiate for a better price than to accept freebies – or ask for them in addition to a discount.

Home buyers should especially beware of freebies being offered by investors who have put their money into properties in locations that are known to be ‘overheated’ (in other words, where rates have been artificially inflated by excessive investor activity). In such cases, freebies are meant to act as psychological encouragements to make an unwise property purchase.

There are certain incentives that buyers can definitely take seriously. These are not in the form of cars or vacations, but represent actual savings to them. Such incentives include:

  • Reduced down-payments to book flats, with balance payable on possession, resulting in an extension of the period between booking and full payment. Normally, buyers would have to pay the balance as the building progresses
  • Waiver on stamp duty, VAT and registration charges
  • Free or significantly reduced clubhouse memberships
  • Free parking, furnishing, interior decoration and smart home features (which would otherwise be charged for)
  • Waiver on premium for floor-rise

In my opinion, there is still not enough enthusiasm within the region about the benefits of green homes and workplaces. One of the reasons for this is lack of awareness.

And despite all the progress that has been made, there should be more determination by the PCMC to encourage and promote developers who are taking the Green cause seriously. I still see a great deal of disconnect between developers, agencies like GRIHA, the environment department and the building permissions agencies. Permissions for green buildings should be fast-tracked and be given preferential status. But this is still not to be seen, and it is quite disappointing.

Such disconnect is not worthy of a mighty and progressive municipality like the PCMC. Everything that happens here should be a benchmark for other regions to follow. The PCMC should be the most encouraging and determined of all the regions to promote and develop green real estate. There should be attractive incentives for both developers and consumers of green real estate. Only in such an environment can we hope to see PCMC become and remain the leader in sustainability.

Pune Real Estate: Issue of Illegal Constructions Resurfaces

The issue of illegal constructions has resurfaced on the agenda of civic bodies. Pune Municipal Commissioner Mahesh Zagade, who found out that there was only one building inspector per ward office to keep check on construction activity has decided to set up a new system for tackling the issue of illegal constructions. On the other hand in the neighbouring Pimpri-Chinchwad, 25 corporators who have constructed illegal buildings find themselves in the dock as the state government has asked Dilip Band to probe the matter and suggest necessary action.
“There is no doubt illegal construction has come up in the city in last few years. There is one building inspector for each ward office who has the responsiblity of checking the construction related activities. The person has to check construction that comes up as per the permission and also tacke action against illegal construction. It is a difficult job for one person,” said Zagade.
Zagade said the construction activity is at peak in the suburbs while very minimum in the old city area. “Thus, there is a plan to shift the manpower available to the ward office that has more construction activity from the place where there is not much work,” he added.
The municipal commissioner has directed all the zonal commissioner to prepare list of illegal constructions in their jurisdiction so that action can be initiated against them.

Pune Builders Want Land Norms On Par With Mumbai

The Confederation of Real Estate Developers’ Associations of India (Credai), Pune has made a representation to the Urban Development Department secretary, TC Benjamin, to make more land available by applying the same parameters of redevelopment for wadas and old city areas as the department has done in Mumbai.
Credai Pune launched a property exhibition at the Le Meridien hotel in he city on Friday. The exhibition will be on till Sunday. The projects offer one BHK to 5 BHK, penthouses, row houses, bunglow plots and offices in PMC, PCMC and surrounding areas.
Shantilal Kataria, vice president Credai, hopes the organisation’s proposal will be approved before Diwali as promised by the Mayor.
“Land prices currently are out of control, and are more than the prices at the peak in 2008. Short supply of land will lead to an upward pressure on prices, and therefore the builders are keen that land is made available soon so that affordability is not affected.” he says.
After having to tackle the lull in the market, it is the shortage of supply in land that developers have to address, highlighting the return of normalcy in the sector . Anuj Bhandari, exhibition committee chairman, Credai, declared that the Pune realty industry has returned to normalcy. “People are now keen on buying homes as the IT and manufacturing industries have started hiring and the economy is looking up with the GDP at a robust eight per cent. But stock of good quality homes is fast depleting,” he said.
The members however do not want to raise prices even as there is shortage.
Satish Magar, president, Credai, Pune, feels that past experience shows sales happening within a certain price band. While demand for ultra luxury homes remains, notwithstanding the general outlook, has people willing to buy in the 2,500/sq.ft- to 4,000/sq.ft price band. “If prices jump too high, demand shrinks significantly. The challenge for us is to maintain quality even as input costs keep rising,” says Magar.
Explaining the issue further, Rohit Gera, vice president, Credai added, “homes are built by established or serious players and also by the fly-by-night operators. A well established builder will ensure that the flats he builds meet all norms, legal, environmental and financial. But on account of very poor land availability, new projects are slow to launch even though demand has returned. So we have projects that are good and safe to buy and also those that are built by those who are in it to make a quick buck. As a result good quality homes are not as easy to find.” The Credai Mega Property exhibition has also banks ICICI and HDFC participating.

Free Parking Space Norm In Pimpri-Chinchwad Municipal Corporation

Pimpri-Chinchwad Municipal Corporation is the first civic body in the state to come up with a decision under which buyers of residential apartments get free parking space.
On June 11, 2009, the Pimpri-Chinchwad Municipal Corporation (PCMC) declared that no building permission plans will be sanctioned if the builders refuse to provide free parking space to apartment buyers across the twin industrial township.
This was after a series of reports in Pune Newsline, highlighting the Bombay High Court which had ruled that builders cannot sell parking space and that it should be made available to the flat buyers free of cost.

PCMC Coming Up With A Comprehensive Parking Policy

PUNE: The Pimpri-Chinchwad Municipal Corporation (PCMC) is planning to come up with a comprehensive parking policy for the twin township area.
Expressing the need for such a policy, municipal commissioner Ashish Sharma on Tuesday said that pedestrian safety issues need to be considered comprehensively while planning for road traffic and transportation projects.
Sharma, who was speaking at a symposium on land-use and transporation in Pimpri on Tuesday, said that the present approach regarding parking policy is ad hoc and that there is an urgent need to come out with a comprehensive policy.
Stressing on proper planning for pedestrian facilities, Sharma said that proper footpaths should be provided on all roads. While planning for footpaths the preference should not be on vehicles. Ways and means should be found out to prevent the encroachments that often result due to wider footpaths.
Issues like whether footpaths should be at the road level or at a higher level, need to be addressed, he said. The symposium was organised jointly by PCMC, Pimpri-Chinchwad New Town Development Authority (PCNTDA) in association with Institute for Transportation and Development Policy ( ITDP) and GEHL associates.

PCMC Collects Rs 60 Lakh From Constructions In Villages

PUNE: New constructions that have come up in villages situated in the 10 kilometre periphery of the Pimpri-Chinchwad township have collectively paid Rs 60 lakh in the last three months for obtaining a No Objection Certificate from the fire brigade.
Kiran Gawde, chief fire officer of PCMC, said the money was charged in accordance with the state government notification issued in May this year to ensure planned development in areas surrounding the Pimpri-Chinchwad township. So far NOCs have been issued to 20 new constructions in 77 villages of Khed and Maval talukas. Earlier, A similar notification was issued to villages lying close to the Pune Municipal Corporation limits.
Uday Wankhede, deputy chief fire officer of PCMC fire brigade said, “Developers of 20 new constructions had applied to obtain the NOC. Most of them were for residential use while others were for hotels and hospitals.”

PCMC Tells Irrigation Dept To Mark Floodlines On Development Plan

PUNE: The Pimpri-Chinchwad Municipal Corporation has asked the state irrigation department to mark floodlines of the Pavana, Indrayani and Mula rivers on the city development plan. The corporation would send the revised plan to the state government for approval.
The development plan of Pimpri-Chinchwad was approved by the state government in 1995. However, 18 villages were merged with the PCMC in 1997. The process for approval of the development plan of the merged villages is still going on.
